Ann Marie Council

Ann Marie Council is a retired Senior Deputy City Attorney from the City of San Diego and a Founding Partner and Mental Health Policy Advisor with Quarter Turn Strategies, LLC. For over 25 years, she has focused her legal practice around finding proactive interventions for those suffering from drug, alcohol, mental health, and other disabilities. As a criminal and collaborative courts prosecutor, and then as a deputy civil attorney representing City first responders, she helped to develop and maintain numerous programs that have directly and positively impacted this vulnerable population. She holds a J.D., magna cum laude, from California Western School of Law and a Bachelor of Arts in Sociology from UC San Diego

Wendy Moore

Wendy Moore has served as Executive Director of the San Diego Fire-Rescue Foundation since 2010, overseeing operations, fundraising, and special events. She specializes in corporate partnerships and grant development, securing millions in grant funding, and leading successful fundraising initiatives that strengthen organizational capacity. Wendy also consults with fire agencies across California, helping launch and strengthen fire foundations through strategic fundraising, grant development, and corporate partnerships. She is a member of the Grant Professional Association.

Anne Jensen

Anne Jensen served as a paramedic in the City of San Diego EMS system for twenty years and was part of the early national development of Community Paramedicine in the United States. In 2011, she led the implementation of one of the first urban Community Paramedicine programs, which remains in operation today and received federal recognition for innovation in care delivery. She continues to work with communities across the country on program development, implementation, and field integration. She holds a Bachelor of Science in Applied Physics.
