Our work centers at the intersection of policy, social vulnerability, and the 911 emergency response system. Emergency response operates as an all-hazards, all-needs point of entry for care-oriented response and, for care providers within the system, cannot typically turn individuals away. As a result, emergency response systems often encounter individuals who have been unable to access or navigate other systems of care.
This makes emergency response a critical vantage point for understanding where care systems fail to engage those with the most complex and persistent needs. Medical, behavioral, social, and environmental challenges frequently converge in these settings, revealing gaps in continuity, capacity, and system coordination that are not visible elsewhere.
