Quarter Turn Strategies, LLC is a consulting firm that works alongside emergency response agencies, health systems, and public-sector partners to strengthen care delivery for individuals and communities with complex needs. Our work focuses on system design, operational pathways, and policy implementation where emergency response and care systems intersect.

We support organizations navigating high-risk, high-complexity environments where traditional service models break down and unmet needs surface repeatedly. Our role is to help systems identify practical, experience-informed improvements that can be implemented within existing legal, operational, and resource constraints.

We believe meaningful change does not always require wholesale reinvention. Many public systems already contain underused pathways, unrealized capacity, or design features that—if better aligned—can materially improve outcomes. Our work emphasizes focused, deliberate adjustments that strengthen system function while broader reforms continue to evolve.

This philosophy does not minimize the scale of challenges facing public systems of care. Our work centers at the intersection of policy, social vulnerability, and the 911 emergency response system. Emergency response operates as an all-hazards, all-needs point of entry for care-oriented response and, for care providers within the system, cannot typically turn individuals away. As a result, emergency response systems often encounter individuals who have been unable to access or navigate other systems of care.

This makes emergency response a critical vantage point for understanding where care systems fail to engage those with the most complex and persistent needs. Medical, behavioral, social, and environmental challenges frequently converge in these settings, revealing gaps in continuity, capacity, and system coordination that are not visible elsewhere.
