Who we are
We come from frontline emergency response. That experience shapes how we work, including the questions we ask, the evidence we examine, and the solutions we develop with our partners.
Our name reflects our approach. Meaningful change rarely requires starting over. Most systems already have underused pathways, overlooked statutes, or processes that are not working as intended. A deliberate adjustment, grounded in law and practice, can unlock what has been stalled.

Who we work with
Legislators
The best time to understand California mental health law is before a bill moves or a constituent needs help. We work with legislators and their staff to build a strong foundation in the law, understand how it operates in practice, and identify where clarification may be needed.
Cities and Counties
Local emergency response systems often absorb the needs of people who have not been served elsewhere. We work with cities, counties, first responders, and community partners to identify where people are being lost between systems and develop practical ways to close those gaps.
Nonprofits
Our fellow nonprofits understand the people and communities they serve. We contribute the legal research, policy analysis, and systems knowledge needed to support that expertise. Together, we turn frontline experience into credible, evidence based education and practical solutions.
What we do
We provide collaborative research, education, technical assistance, and implementation support across the systems where emergency response and care intersect. Every engagement combines legal analysis with frontline and community experience.
Policy Analysis and Legal Pathway Review
We examine statutes, regulations, policies, and local practices to clarify existing duties, identify available pathways, and explain where implementation has diverged from the law.
Emergency Response Gap Analysis
We work with local partners to identify where emergency, health, legal, and social service systems are losing people and what changes may improve coordination and access to care.
Implementation Support
We work alongside partner organizations as they translate research and policy into practice. Our role may include developing procedures, convening stakeholders, supporting training, or helping teams evaluate and refine implementation.
Legal Research and Public Education
We produce accessible, primary source based research on California mental health law and its implementation. Our work helps policymakers, public agencies, service providers, families, and community leaders understand how the system is intended to operate and where it is falling short.
